Proposal Specialist

Job Summary

AECOM’s National Governments marketing team is looking for a proposal specialist for our National Governments team in Canada. This is a team that supports a critical segment of AECOM’s business. The group is responsible for prepositioning activities, preparing proposals, presentations, and other support for A&E services for Canadian Federal government agencies including Public Services and Procurement Canada, Defence Construction Canada, Crown-Indigenous Relations and Northern Affairs Canada, etc. This position requires proactive interpersonal and communication skills, organization skills, attention to detail and creativity. The position will report directly to the National Governments Team Lead, Canada. While we have listed preferred locations, candidates from other locations will be considered.

As part of AECOM’s National Government’s marketing team, leads proposals to assist business lines (BL) or Canada regions with priority Federal pursuits in support of strategic growth and winning work.

Collaborates with regional and BL teams on identified priority pursuits, including partnering in the preparation of formal and informal client solicitations, including requests for standard offers (RSFO), requests for qualifications (RFQ), requests for proposals (RFP), and pre-solicitation efforts.


Interfaces with operations to win work and to manage the information infrastructure that enables the business to do so efficiently.

Leads the coordination for qualifications and proposals, including schedule, templates, compliance, content plan and production.

Supports capture teams with pre-RFP proposal planning, applying win plan and discriminators in deliverables.

Lead proposals, and supports from capture through to interview stage, as required.

Provides conceptual leadership for document design, while ensuring RFP instructions and internal brand guidelines pertaining to format, fonts, etc. are being followed.

May facilitate colour reviews, and apply lessons learned to add value to proposals. Manages the implementation of proposal and presentation revisions based on direction from review teams.

Writes and edits resumes and past performance sections for proposals.

Participates in Go/No-Go in compliance with delegation of authority guidelines, capture planning and positioning activities pertaining to preparation for the proposal.

Supports debriefs and gathering of client feedback on proposals to ensure and demonstrate continuous improvement.

Supports content development related clients/markets, as requested by communications, client account managers (CAMs) and other BLs, as necessary.

May contribute to the development and implementation/presentation of internal training content.

Supports special projects, as required.

Minimum Requirements

Candidates must have no less than a University Degree + 2 Years of relevant experience (or demonstrated equivalency of experience and/or education) to be considered for this role.

Preferred Qualifications

Bachelor’s degree preferably in Communications, Marketing, Business Administration or a related field

1-3 years of related experience

Bilingual (French and English) is a plus

APMP/SMPS certification preferred.

Developing knowledge of and interest in the A/E industry, (transportation, environment, water, buildings, sites, and project management), including Canada Federal clients and AECOM’s projects, people, credentials, and competitors.

Developed knowledge of marketing best practices and procedures, work processes, and tools

A solid understanding of effective proposal and presentation writing and production.

A strong working knowledge of word processing programs (e.g., Microsoft Word), spreadsheet management (Excel), and presentation software (e.g., PowerPoint), as well as desktop publishing software (e.g., Adobe Creative Suite), graphics programs (e.g., InDesign, Adobe Illustrator, Adobe Acrobat, Photoshop).

A working knowledge of collaborative tools such as Microsoft Teams, SharePoint, etc.

An understanding of CRM. Salesforce experience is a plus.

Initiative, skill, and personal commitment to work on multiple projects and details concurrently, follow up, and bring tasks and projects to full completion.

Basic experience with industry best practices and procedures to support positioning, client or business development processes.
